DHFS Reorganization
On April 9, 2007, Department of Health and Family Services (DHFS)
Secretary Kevin Hayden announced that the DHFS reorganization proposal had
been approved by the Department of Administration. As a result of the
reorganization, the Office of Quality Assurance became the Division of
Quality Assurance (DQA). The purpose of this memo is to notify the provider
community of name and other organizational changes that have occurred as a
result of the reorganization.
Changing the status of the Office of Quality Assurance to the Division of
Quality Assurance has resulted in former OQA sections being elevated to
Bureau level. Effective April 1, 2007, the new Bureau names within the
Division of Quality Assurance are as follows:

DQA and its Bureaus are using the new names.
The DQA reorganization has no effect on the internal structure of the
Bureaus of Assisted Living and Nursing Home Resident Care. Staff will
continue to be organized in Regional Offices and will continue to have the
same titles. Units within the Bureaus of Health Services and Technology,
Licensing and Education have been elevated to section status. The units have
been renamed as follows:

The proposal to transfer the Office of Caregiver Quality from the Bureau
of Health Services to the DQA Division Administrator's Office has been
submitted to the Department. We anticipate that this move will be approved
in the very near future. There will be no change in the name of OCQ, and
Shari Busse will be the Office Director.
The primary purpose and vision of DQA remains the same. We continue to
focus on quality improvement, regulatory flexibility, and person-centered
services; as DHFS continues to reform the long-term care system and improve
service in the mental health and substance abuse arena. DQA will continue to
collaborate with stakeholders on these shared goals to ensure quality of
life and quality of care and treatment for Wisconsin's vulnerable citizens.
