Big Ten Food Stamp Conference 2009 - Conference, Meeting Rooms and Banquet Facilities

The Department of Health Services has issued a Request for Bids (RFB) for the provision of conference, multiple meeting room, and banquet facilities for the Big Ten Food Stamp Conference to be held in 2009 as specified in the RFB.

BadgerChoice Support Center

The Department of Health Services has issued a Request for Bids (RFB) for the creation of a new entity and service which will be known as the BadgerChoice Support Center.  Early in 2009, Wisconsin will introduce a new ForwardHealth Program: BadgerCare Plus for Childless Adults.  This RFB seeks a vendor to design, develop, implement, and manage a Support Center to handle Intake and Application Services, HMO Enrollment, general Program Outreach, and other assignments for this particular population initially and others as the Department may require.  The contract will be for one three-year period with provision, upon negotiation, for an additional two-year period, and possibly five additional one-year periods for a total contract term not to exceed ten (10) years.

Pharmacy Benefit Management of Medicaid, BadgerCare Plus, and SeniorCare Prescription Drugs

The Department of Health and Family Services has issued a Request for Information (RFI) as a means to solicit innovative ideas to achieve pharmacy benefit savings in programs administered by the Department’s Division of Health Care Access and Accountability (formerly the Division of Health Care Financing).  Programs may include BadgerCare Plus, Medicaid, and SeniorCare.

This is neither a Request for Bid (RFB) nor a Request for Proposal (RFP).  No purchases will be made on the basis of responses to this Request for Information (RFI) and no contracts will be issued.  Information received from release of this RFI, however, may result in the issuance of an RFB or RFP at a later date.

Business Services and Systems (incorporating the current CARES System)

The Department of Health and Family Services and the Department of Workforce Development are currently preparing a Request for Proposal (RFP) entitled Business Services and Systems. This RFP will include, but is not limited to, maintenance and enhancement of the state’s benefit eligibility determination system known as CARES (Client Assistance for Re-employment and Economic Support), related automated business systems, and other business services.

Planned release date for this RFP is tentatively set for June, 2008.

Division of Public Health (DPH)

ANNOUNCEMENT OF COMPETITIVE GRANT TO PROVIDE COLPOSCOPY SERVICES

The Wisconsin Department of Health and Family Services/Division of Public Health (DHFS/DPH) announces its plan to release a competitive grant application to provide colposcopy services for women enrolled in Badger Care Plus programs and for other low-income women.

A Request for Proposals (RFP) will be for a five-year grant cycle beginning in State Fiscal Year 2009 (July 1, 2008 through June 30, 2009).

The amount of the initial grant award (first contract year) will be $175,000. The amount of each subsequent annual contract will be $75,000.

Colposcopy services under this competitive grant application must be provided in a county (or counties) located in the Division of Public Health’s Northern and Western Regions.

The Wisconsin Division of Public Health will only accept competitive applications for services to be provided in one or more of the following counties:

Northern Region Counties: Ashland; Bayfield; Florence; Forest; Iron; Langlade; Lincoln; Marathon; Oneida; Portage; Price; Sawyer; Taylor; Vilas; Wood.

Western Region Counties: Barron; Buffalo; Burnett; Chippewa; Clark; Douglas; Dunn; Eau Claire; Jackson; La Crosse; Monroe; Pepin; Pierce; Polk; Rusk; St. Croix; Trempealeau; Washburn.

The Wisconsin Division of Public Health will only accept competitive applications from organizations meeting the following eligibility criteria. Organizations eligible to submit a competitive application must:

  • Be incorporated in State of Wisconsin ; 
  • Be certified as an eligible health care provider in the Wisconsin Medicaid Program;
  • Currently provide cervical cancer screening services in one or more of the eligible counties;
  • Have a current patient population in which fifty percent (50%) or more of women patients are either enrolled or eligible for Badger Care Plus services; and
  • Currently provide comprehensive family planning/reproductive health services that meet Division of Public Health Program requirements.

The deadline for receipt of the Notice of Intent is 4:30 PM on Friday, July 25, 2008.

Failure to submit a Notice of Intent may make an organization ineligible to subsequently submit a competitive application.

Organizations interested in submitting a competitive application to provide or expand colposcopy services in any of the counties listed above, should submit the Notice of Intent document.

Pathways to Independence Regional Grants

The Pathways to Independence project within the Wisconsin Department of Health and Family Services, Division of Long Term Care is offering grant funds up to $440,000 statewide to decrease barriers to and increase opportunities for person-centered, integrated employment in order to support people with disabilities in achieving their desired employment outcomes.

Proposals must be submitted no later than 4:30 PM CT, May 30, 2008.

Wisconsin Self Directed Supports Waiver Program

On February 20, 2008 the Division of Long Term Care, Bureau of Long Term Support announced the release of two RFP's that will assist the State to create an alternative choice for consumers of publicly funded long term care supports and services as the state implements long term care reform. The RFP's are for the services of an Independent Consultant Agency (ICA) and also for a Financial Services Agency (FSA). The state intends to contract with a successful respondent to begin operation of these services not later than July 1, 2008.

Deadlines are the same for both RFP's:
Questions must be submitted in writing no later than 2:00 PM CST Wednesday, February 27, 2008.
Proposals must be received no later than 2:00 PM CST Friday, April 4, 2008.

Informal Dispute Resolution Services

The purpose of this document is to provide interested parties with information to enable them to prepare and submit a bid to the Wisconsin Department of Health and Family Services, Division of Quality Assurance (DQA).  Bids are for providing federally mandated and state Informal Dispute Resolution (IDR) reviews and recommendations of nursing homes and facilities for the developmentally disabled (FDD) cited deficiencies.  The Wisconsin state agency does not conduct its own IDR.  The contractor will be responsible for all IDR requests received in the state.

The State as represented by the Department of Health and Family Services intends to use the results of this solicitation to award a contract for IDR reviews and recommendations as defined by the U.S. Department of Health and Family Services.

Notification of Intent to Award:  This is notification that DHFS intends to award a contract to MPRO.  This notice serves only as the intent to award a contract and until a contract is mutually agreed upon and signed by both parties no expenditures under this bid may be incurred.  MPRO will be contacted by the Division of Quality Assurance regarding contract negotiation.

Business and Technical Planning and Design Services for State-Level Health Information Exchange (HIE)

The Department of Health and Family Services (DHFS) is designated as the formal point of leadership and coordination within State government to facilitate implementation of the State’s 5-year eHealth action plan developed by work groups of the Governor’s eHealth Care Quality and Patient Safety Board in 2006. The primary mission of the State’s eHealth program is to facilitate improvements in Wisconsin ’s health care quality, safety, transparency, efficiency, and cost effectiveness through statewide adoption and use of electronic health records (EHR) and health information exchange (HIE). A critical step towards achieving the state’s eHealth goals is developing and implementing state-level HIE business and technical services which will promote and support the development and operation of regional HIE’s in Wisconsin.

To assist the Department and the eHealth Board in furthering the State’s eHealth agenda, the Department is soliciting proposals for consulting services to assist the Department and the Governor’s eHealth Board in completing a project to assess, propose, plan, and design a model and architecture for a state-level HIE entity and state-level HIE business and technical services in Wisconsin.
