Emergency Medical Services System
(EMSS) for Licensing

The Wisconsin Division of Public Health uses an on-line information system for Emergency Medical Services licensing.  The EMSS system and its associated processes are owned and managed by the Division of Public Health.  EMSS is a password-protected, web-based application that requires all users to have a Wisconsin User ID.

EMSS access is available to Wisconsin-licensed ambulance service directors, Wisconsin-licensed ambulance service medical directors, and Wisconsin EMS training center supervisors and instructors.  Persons holding one or more of these roles are eligible to access and update information on-line.

Registered users can enter EMSS.

EMSS Registration Information

Step 1: Complete Self-registration: 

Secured web applications require the creation of a user id and password. If you already have an active Wisconsin User ID, proceed to step two.  If you do not have an active Wisconsin User ID, visit the Web Access Management System (WAMS) to obtain your Wisconsin User Account (exit DHFS). After you have obtained your Wisconsin User ID, return to this page and go to step two.

Step 2: Request access to EMSS: 

Request access to EMSS by submitting the following information in an email to emssmail@dhfs.state.wi.us:

  • First name, middle name, last name
  • Your Wisconsin User ID
  • Your EMS service name(s)
  • Your role in each organization such as:
    • Service director
    • Medical director
    • Training center supervisor
    • Training center instructor
    • Other - if you select other you must provide detail about your role and responsibilities with this organization and your need to access EMSS (requires permission from service director).
  • Your e-mail address
  • Your telephone number including area code

Step 3: Receive authorization to use EMSS:

You will be notified by email once you are authorized to use EMSS, and will be given the website address to use.  Once you have access to the EMSS site, you will be able to access tutorials to help you work with the system.
